Does anyone know if you can remove the two short leaf springs which sit right on the spring pad. I am trying to lower the rear end a little to match up with my trailer better.

Those are the spring supporters for heavy loads. They can be removed, but you will risk breaking leaves if you ever hit a bump and bottom out the spring pack. I would recommend either getting a lowered, or adjustable, stinger for your hitch if it is a conventional trailer, or flipping the axles on your trailer if it is a fifth wheel.

To flip the axles you remove the trailer axles, switch them end for end to keep the electric break levers functioning in the correct rotation, roll the axles upside down, and reinstall them with the spring pads on top. Another way is to get new spring pads and weld them on top of the trailer axles. Either way moves the springs from the bottom of the trailer axles to the top. Keep the front axle in the front, and the rear axle in the rear.

I do not have overload springs but would like the bed a little lower.

if its a fifth wheel cant you adjust the neck on the trailer? or you can try some different size tires....just some ideas

The tires are probaly not going to happen, very expensive and not a huge change. You should have a block seperating the spring from the axel. This block is usualy 4-5" tall, it would be real simple to just replace that block with a smaller one. They are available at most any 4x4 shop, or just look on the web. They run about 20-30 bucks, and you would probaly have to replace the u-bolt as well, they to are cheap and easy to get.
