Rear ABS Problems

Rear ABS Problems
I have searched and did not find a problem similar to mine. My brake and abs lights have been staying on 85% of the time.
Here is my problem. When the brake and abs lights go out, my rear abs comes on when it shouldn't. When slowing to a stop in town, I apply the brakes and have about 1/2 of my normal braking force. I push a little harder and I hear and feel my abs valve. I do not have a abs motor. As the brakes are pulsating I push a little harder and the front brakes grab hard and I come to a stop. It seems to me that the abs valve is malfunctioning or something else that controls it. I have replaced the master cylinder, sensor in rear end, front rotors, calipers, and pads. Has anyone had this problem? Can I just bypass the abs valve. In my opinion the the rear abs is useless and I can do with out it.

My brake shoes are fine and there are no leaks. I need to know what makes the rear abs work, so I can look at each part in the system. When the abs/brake lights are OFF is when the rear abs acts up. When the lights are on, my brakes work fine. I just don't have rear abs.
