can u pull codes off a 99 without a scanner?

Yes you can

Turn the key on then off then on and off on and off on the third time turn it on leave it on codes will read in the odometer.Hope this helps you.Merv

It depends on when your truck was made. The Pcode readout in the odometer was added sometime mid year in 99 from what I've read. My 99 was mfg in June of 99 and it does not have this feature. I had to use a scan tool. Local parts store let me use theirs for free. Just had to leave a $300 deposit on CC which was refinded when returned.
