power steering leak

I went to use my truck yesterday but when I went to leave I had poor brakes and no power steering. I added power steering fluid but it is almost impossible to turn the wheel. There appears to be a leak at the steering box where the pitman arm is. Could this leak cause these problems? I checked the hoses from the master cylinder to the power steering pump but they look dry. The truck is a 1997 ram 2500 Diesel with 2 wheel drive. Any help would be greatly appreciated.

well I got desperate to fix the truck so I asked a ford mechanic (my brother-in-law) to give me a hand. He asked the diesel guys at his shop and without seeing the truck they said it was the power steering pump....$108 later I still have the same problem. Any help out there?
