Power Steering cutting out

Ive got an 01 2500 and more and more frequently my power steering will go out. Its fine while im driving but when I stop to paralel park or back out of a spot I have to strong arm it, and sometimes it will work fine. so what gives? my fluid is full and pretty clean.

Have you ever changed the PS fluid out? When I first had my truck, the PS pump would screech and groan on start up when it was below freezing and it was arm strong steering until warmed up. Changed the fluid with Valvoline synpower, and it stopped doing that. I just recently changed it again with an expensive synthetic, and can tell steering effort is much improved. The Factory OEM stuff must have been the cheapest they could find.
