power brakes/steering problems/ bro in the Navy

Hey guys. My little bro is up in New Hampshire working on a Nuke reactor on a sub w/ the Navy. He's got a stock 99 3500 w/ about 100k on the clock. He is having some trouble with his power steering/brakes and I'm trying to get some info for him.

When he starts the thing up in the morning, he has no power steering or brakes. After the truck warms up, he gets the ps/pb back, but it whines really bad. If he opens up and checks the fluid in the ps reservoir, it has a bunch of foam/bubbles in it and will foam out of the top. Are the suction lines on the system prone to cracking and causing air leaks that would cause this? Any other ideas?

So far, he drained the system and put in new fluid. He DID accidentally fill it back w/ brake fluid, but drained it immediately and flushed the system twice.
Also, there was a line down low on the system that was weeping oil where the rubber line connected to metal line, and he pushed the line on farther and added a clamp which took care of the weeping.
