poor power on cold starts

poor power on cold starts
Need a little diagnosis help
My father in law has a 02 with a 6spd @ 100K mi. Recently it has developed a low power condition when started cold ( engine is at ambient temp) after a few miles every thing seems fine. We recently put fuel filter in it - no change
At 70k he had a new inj pump
Any ideas?

I would check the IAT sensor... Clean it and check the ohm value... This will affect the way it runs from a cold start...

The only other thing I would check is fuel pressure... Highly suggest getting a fuel pressure guage...
Also with the colder temps coming on... diesels don't really have a lot of power from a cold start. I would drive light (shift below 2K) until the coolant temp rises up to the normal range. Waiting for the oil pressure to come down (to about 40-50 PSI)
