Dude, remember this is the 2nd Gen forum. I think you misread the question.... He asked about the stock steel wheels on a '99. They are only 6.75" wide. Your '03 has at least 17 x 8's maybe even 17 x 9's.
If you've been a dealer for 20 years I don't have to tell you the kind of liability that goes along with doing something as stupid as putting a 315 on a 16 x 6.75.
Now, on the factory aluminum wheels that became available in '00 or '01 the 315 is not a problem because they are a 16 x 8. That extra 1.25" makes all the difference.

I had that style wheel on my 2000 1500 ext.cab shortbox. I was able to run 315/85R16 Wrangler RTS,s without a problem and it filled the wheelwell nicely and no clearence problems. P.S. does anyone know if any mfr.makes a wider replacement wheel for a '99 dually,would like to run that size again??????

ANYWAYS, DIDNT REALIZE WAS 2ND GEN...MY BAD...
MY 01 1500 IS RUNNING 285/75/R16 COOPER ATR'S
AND THEIR IS NO LIABILTY IN NYS FOR CUSTOMER SUPPIED TIRES THAT ARE DOT REGULATED, MY CONSCIOUS IS CLEAN...

Without lifting the truck, they will probably rub on a hard turn with a compressed spring, like going over a bump. I had 12x16.5's and they rubbed a bit, so do my 285x16's.
