Over charging problems still

After having over charging problems on my 91 dodge diesel I replace the voltage regulator with a new one......... Running a voltage check on the battery the voltage is going up and down from 12 to 15 volts back and fourth.
Is there anything else that could be causing this or do you think the new voltage regulator just might not be working properly........I could sure use some help on this, Thanks

i'm having the same problem with mine.....i grounded the voltage reg to the block it helped when i was drving it but it does it at an idle....i think it is my alt not sure though
