Old fuel filter cause jumpy pressure?

So I haven't gotten on the throttle on my truck in a while probably 3-4 weeks, coming home from the gym I decided to open her up, it really rolled the coal as it always does but I noticed that my fuel pressure was going from 9-15 psi, normally it would stay pretty rock solid around 18psi, its usually at about 19 psi at idle or cruising around. My fuel filter is probably 1.5 years old, when my injection pump was replaced, I added the walbro system about 5 months ago or so, and I'm thinking that maybe one of the filters is dirty and creating bad pressure, my fuel pressure sensor is post stock filter in the housing.

Few questions are, 1. how do you take off the stock canister? I've tried to turn it, I got it about 1/10th of a turn and then it got stuck on the top, no idea how else to do it so I just gave up on it for then. truck is a 99, I've read up but seems the newer ones are a little different and you take off the top, instead of the bottom.

I'm also wondering if I got the right inline filter, I bought a WIX #33033 from a local parts store, I know the filter that came with the kit is like 35 microns, I haven't looked up this wix to see what it is, will it work?

wanted to add I had my AC on, not sure if that affects anything.
