Yes, if you can move the shaft of the turbo that far it is shot. You may have a blockage in the feed line that is not letting oil feed to the turbo. You should be loosing lots of oil out of the seals both on the intake side and on the exhaust side. Take the feed line off and put it in a pan and with a helper in the truck start the engine. If you get no oil out of the line you have a major blockage. Check this before you put a new turbo on. If you put a new turbo on and you have no oil flow you will cook another turbo.
P.S. what is the oil pressure?

If the shaft moves up/down that far you should have already destroyed every component of the turbo itself. The compressor wheel would have grenaded and taken a good portion of the housing as well....same goes for the exhaust side.

The turbo is shot. I took it off and the hoses goin from the turbo to the intercooler have oil in the. Should they have oil? Do I have to take the incooler off the truck to clean it out or can I clean it on the truck? Thanks

No they should not have any oil in them, it is in the hoses because of the turbo failure. The air to air cooler should be removed from the truck, there is a very good chance that you have some shards of metal from the compressor wheel in the cooler. The best fix is to replace it but that is very expensive. Clean it out the very best you can and hope you get it all out. You need to take your time with the cleaning process, use lots of parts cleaner and compressed air. After you get all the oil and metal out let the parts cleaner evaporate before you put it back in and put the hoses back on. Just so you know the risk you run by cleaning and not replacing is at some point in the future you may have a piece of metal coming loose and being sucked into the engine. Some people are comfortable with a cleaning, personally I would get a new one and turn the old one in for scrap metal.

Can you change a compressor wheel while the turbos on the truck, by simply holding the weel with your hand and using a air gun? I nicked my wheel on my new 2012 so Im getting a better wheel and want to change it.
