Mild chip or programmer (40-65hp), 4" turbo back exhaust, air intake, and a right foot as light as rice cakes.
I personally never have seen a certain brand factually do better than another, at least not more than .25mpg-.5mpg difference. And some will claim more improvement than others.
I've taken unloaded summer trips with my 02' where I barely had to touch the brake and kept it between 50-60mph in perfect driving conditions on the max mileage setting, and then I'll take the same trip home leaving a carbon foot print like a coal plant, and I'll get 1.5mpg-2mpg worse. But that's with my setup.
