That is illegal. Companies are not permitted to require you to use any particular brand lube to maintain a warranty.
Your dealer is jacking you around, and you need to bring a copy of this:
http://en.wikipedia.org/wiki/Magnuson-Moss_Warranty_Act
Roll it up, and stab your salesman in the neck with it. (The actual law, not the Wiki article on it)

Here's the actual verbiage from the US Code:
No warrantor of a consumer product may condition his written or implied warranty of such product on the consumer’s using, in connection with such product, any article or service (other than article or service provided without charge under the terms of the warranty) which is identified by brand, trade, or corporate name

Yeah its illegal to void your warranty....BUT....
Its the best advice you'll ever get for your Cummins engine.
Stick with a Mopar or Fleetguard oil filter and you'll never have trouble.
About 10 years back Cummins 5.9's experienced a series of failures from "aftermarket" filters where the media would come dislodged from the filter and clog vital oil passages causing catastrophic failures in the engines.
Why chance a $10k engine over a $5 filter? Spend the $9 and get a good filter.
Kind of no brainer if you ask me.

If you read it carefully you will see they can in fact make you use a Mopar filter, but in doing so they have to supply the filter at no charge to the consumer.

Go to the Carson Dodge support forum at www.carsondodge.com
They list the approved DC approved filters under a sticky. There are about 7 or 8 brands on the list. Their rational is that these have been tested by DC. They claim there may be others, but DC hasn't tested them.

Notice that they mention that the list has not been updated for quite a while. Great website, wish most dealers were one tenth as helpful as these guys.

They can deny any warranty claim on an oil related failure if it is proven that the use of an aftermarket brand filter did not provide the right filteration requirements for that engine. Same with engine oil and fuel filters.
I agree with Pourin, why try and save a few $$$$ on a cheaply made filter when you can just put a Fleetguard on it and not have to worry.
Fleetguard is owned by Cummins, so its a safe bet that if you had a failure, the dealer isn't likely to try and blame it on the filter...Well, unless he's retarded!!.
A good friend of mine bought an 04 CTD and the dealer told him he HAD to change the engine oil every 3000 miles due to diesel engine oil getting dirty so quick. Also told him he HAD to use dealership filter. This service person told him that his engine was shipped from Cummins with 15W40 SYNTHETIC!!!.. He called me about it after about 5 oil changes and asked what I thought. After I got done laughing, I told him plain old 15W40 Rotella and a Fleetguard filter is all he needed, and let it go 5,000-6,000 miles.
Like I said in another post, i'm starting to believe that automobile dealership service departments are a good mix of don't know and don't care, which makes them pretty much useless.
