metal shavings in pre-filter

does this mean the lift pump is shot?

If you're talking about a 12 valve, no, the prefilter is before the lift pump.
Every prefilter I've cleaned for the first time has had metal and/or plastic shavings.
Figured it's construction debris.

Fill up at pump

Also, these could be from the pump nozzle scraping when you fill your truck.
Those nozzles aren't made from very tough metal. I had same stuff in my truck.
