Low water temp

I'm having trouble getting my water temp over 140 and even into the "normal" range. Even when the outside temp is near 100. My thermostat is new and the system is full with fresh coolant. Could it be that the new thermostat is stuck open? I took the cover off and coolant poured out the block even before I took the thermostat out to see if there was something lodged in it. It looks fine but I'm not sure which way is open or closed.

Aftermarket stats are natorious for this. Must be two valve type. Recomend Cummins or Dodge part.
