just had a seal in the vaccum pump replaced. but now there is a loose line that comes out of the pump. from the pump it goes to a T-fitting, after that there is a smaller line and that is the one that is disconnected. any help would be appreciated

IT should be able to be plugged back in
While you are at it, get some small cable ties and cable tie the ends to where the hose attaches to the fitting this will reduce (and almost eliminate) the ends coming undone again..

My '96 has a vacuum line from the vacuum pump to the power brake booster and splits into smaller lines which go to the cruise control module, vacuum sensor, EGR valve, and HVAC control panel. Is there a reason you can't just plug the line back in? If the smaller line broke inside the T-fitting you might have to fish out the broken piece so you can plug the line back in to the fitting.
