Looking for a Truck

As you can see in my sig I'm looking for a 98.5-02 3/4 ton. The reason being most of my experience is with the 24v and I like the quad cabs. But, today I saw a truck that I really like. Its a '96 3/4 ton, club cab, five speed, short bed with an aluminum flat bed. Here's the good:
The truck is immaculate inside and out. It has a 45 gallon fuel tank/tool box & a transfer flow to switch tanks. It has an exhaust brake with the switch on the shifter. He said it has a git kit and puts out 320 hp. He just replaced all ball joints and tie rods. It has 3.54s with limited slip. It has a winch on the front but I can't remember what brand. It has boost, pyro & maybe a fuel pressure gauge. It also has a nice stereo, CB radio & radar detector.

Here's what I'm not sure of: It has 178,00 miles on it. He said the pan gasket is leaking and will need changed soon. It doesn't have the rear doors that open like the quad cabs. Its a 12 valve. Now before I get shot at I wanted a 24 valve because they put out more power stock and you can put a chip on a change power settings on the fly. With a 12 valve there's really no adjustment. Basically I have more experience with the 24 valve so naturally I'm a little apprehensive about it. What is there to look out for on the 12v? My main issue is the fuel system. Is the LP and IP ok or do thy need attention like the 24v? I plan on using this truck as a daily driver and hauling my Jeep and equipment. At most I would probably tow up to 12,000lbs.
He said he is the original owner and he also gets about 18 mpg. Is that good for a 12v with a flatbed? Oh yeah he's asking $12,000. If anyone has some input I'd appreciate it. I'm not very educated on the 12v trucks, so educate me please. I'm located in No. California. Thanks.

Where are you located? My truck has a twin(almost) at a local dealer, they are asking $17,500 but they just got it. Its gel'd up right now but I can take a look at the truck more in depth in it got to that point.

Its an 02 qaud cab long box with a tool box, 5" miter cut stacks, 315/75/16 ProComp Xterrains with 117k. I looked at the truck but not to indepth as it was 10 below... a few small scrapes and dings but nothing major that I noticed. Truck looks decent and I know he'll come down on the price.

My truck is the same except its an auto SLT Laramie, 5" Aussie cut stacks, and 315/75/16 Cooper Discoverer S/TTs and 116,800k
