i changed my fuel filter today and went to fill the filter by turning the key on and no fuel came out i coud hear the pump come on but it sounded like it was dry it only ran 2-3 sec i then took the can off and try it and no fuel again i had to fill it by hand i tested the psi on both the fittings on top of the can and both are around 14-16psi i have noticed my fuel mileage has dropped in the last few tanks to help??? ???

you need to just bump the starter, then the pump should run I think 30 sec or so. Then the fuel should flow. If you just turn the ignition on the pump wont run but a sec, as a matter of fact I never hear mine unles I bump the starter.
