Internal wastegate question

Internal wastegate question
On my II 64/65 I was trying to set the wastegate and I found a issue. I took the rubber hose off and put shop air to it and it does not open until about 45 psi. I just took the hose off the boost elbow just to get a base line so I dont think the adjustment of the elbow is doing much. What can I do to fix this. Thanks for the help

Another thing that I noticed is that my when I put it to the wood going about 35mph the boost will go straight to 40-45 put the egts will go to about 1350 and will not drop until I get out of it. I believe that this is to high. Thanks for the help

if thats all the higher it goes then dont worry about it, just dont leave it there pulling something up a long hill
