Instrument Cluster (Non-Diesel)

My sister has a 98 gasser, and it doesn't have a tach in it. I'm thinking of getting a new cluster for her truck with a tach while she's gone. Just need to know what years are going to work on it. I think a 98 should work, and I'm pretty sure a 99 will work. 00 is when Dodge started the key on-off trick. Is that part of the cluster thats different, or would the change be in the ECM/PCM? Anyone know if they are the same between engines? It has the anemic 5.2 in it.
