High Fuel Pressure

I just installed my second fuel pressure gauge and I am idling at 33 psi and at 40-45 psi driving down the road. Could it be that my "new" overflow valve is bad?

sounds a little high.... If its a two piece OFV you can pull the little bolt out of the top and take out a shim or 2.

OF valves come in many different pressure ratings. Perhaps you got the wrong one. A kinked or twisted return line can also cause high FP.
As long as it doesn't get over 45 psi I wouldn't worry.
