1: Intake heater relay/solenoid
2: Intake heater relay/solenoid
3: Automatic Shutdown Relay (wire colors: Dk Blu-Yel, Dk Blu, Red (to Wht fuse link), Dk Blu-Org.
4: (For A/C)Wide Open Throttle Cut Out Relay (wire colors: Dk blu-Blk, Brn (to Org fuse link), Dk Blu-Org (to SBEC pin 34) Dk Blu (to SBEC pin 9))
5: Not sure about last relay but I think it is something for the cruise control, possibly the Starter Relay though.
5 (second picture): Air Temp sensor.
6: Electronic vacuum sensor (no clue what it does, that is what my diagram says. It goes to the message center and brake warning switch and the Dk Blu wire leads to your #9 bit).
8: Fuel Heater (I think)
9: I think is the Water in Fuel sensor (digram is not showing it)
10: Electronic Fuel Shut Off (I think)
11: No clue, my guess would be another temperature sensor though.

6 is the KSB air temperature switch. It closes below approx 65 degrees to power the KSB solenoid on the injection pump.(#10.) Its job is to boost fuel pressure and advance timing when cold, to reduce smoke and enhance idle quality. This switch is a common failure item. Check for power to the solenoid at key-on with cold engine on a cold day.

#1 & 2- grid heater relays
#3- AC clutch relay
#4- Starter relay
#5- Automatic Shutdown Relay (what is this for?)
#6- Thermo swithch for the KSB, as mentioned by torquefan. This switch is powered by the "other" wire on the shut off solenoid. It switches on depending on intake temp, and feeds back down to the KSB.

#10- KSB (cold start advance)
IraPatterson- the vacuum sensor switch is over on the driver's fender, right behind the hood spring.

Good post DP.
The ASD relay (#5) supplies power to the field circuit in the alternator. The PCM regulates voltage by switching the ground rapidly.
Those 3 relays on the fender are identical, so you can swap them around for troubleshooting purposes.
