Help! 94 CTD Tow Truck

Help! 94 CTD Tow Truck

New to site. Thanx for the tips and help. You guys know your CTD's......
Just started at Chrysler/Jeep dealer in New York State, where you have to take a seperate test for Tow Truck drivers liscence. The truck has been started and shut off for jump starts and moving disabled around the lot for TWO YEARS.
I am new to CTD's but have 15 years of gas mechanics etc.
This truck is a dog, and need to know where to start to get some "gittin er dun" power. I have been driving it for four weeks so far and it is already getting better. The only things I did was fill it with fuel, turned the star wheel three clicks toward the motor, and drained the WIF sensor.
Keep in mind, EVERYTHING is stock, it has definately not been maintained, and the dealer doesn't like to spend money. They don't mind me spending a little time on it, but parts for it are another thing. It is gutless off the line, like with a car on the back and starting up a hill at a traffic light. It doesn't smoke under load or taking off from a stop, only at cold start after leaving it outside overnight. Also keep in mind that is an automatic trans. with 104 k on it.
Any help would be appreciated.

Go ahead, and crank the starwheel as far forward as it will go. You wont hurt anything at all by doing this, and should get a little more smoke/power/faster spoolup down low. I would also change all the filters on it, and replace the air filter with a BHAF for about $30-$40. A stock CTD isnt the fastest thing, but it should run decent at least. If you could put an EGT gauge in it, i would suggest sliding the plate forward, and putting a 3k GSK in it($125). The governor spring kits really make a huge difference in the driveability/power of an automatic. At least do the filters,and starwheel for now, and let us know how it goes.

Make sure your actually starting off in 1st gear.
Try taking it out of D and locking in 1st to see if it helps.Before I went with a BD trans,the stocker(s) would often start out in 2nd for some reason or another.
Also,during warmup,idle in N instead of P.Thatll get the trans and TC all pumped up/warrm quicker.
