heater question

A good buddy of mine has a 99 24v CTD. He is saying that the truck wont heat up, the temp gauge hardly moves and it blows kinda luke warm air out the heater. Could it be the thermostat?

We just replaced the T-stat in my 97 2500, same symptoms. It fixed it.
