hard to start and loss of power

my 98 cummins has never been hard to start until the other day i went out and got in it and it turned over for about 8 to 10 times and then it crunk up when it finally crunk it ran just fine but when i went up the road it didnt have any power it even went dead at a couple of stop signs and would be hard to crank back but would eventually start its at the shop now and the man said he checked the timing on the injection pump and it was dead on also he took the turbo off and it was fine i changed the fuel filter and also the rubber fuel hose behind the fuel filter also i took the return hose off and it was pumping plenty of fuel back if anyone has any suggestions i would greatly appreciate it

I would check the fuel pressure or just replace the overflow valve before going any further.
Many times "mechanics" will say you need a new (or rebuilt) injection pump and a new one fixes the problem.
Well guess what? A new pump comes with a new overflow valve that could have been the whole $50 problem.

Right on, check the simple things first, chances are the overflow valve is the culpret. If the overflow valve isn't working right it won't hold fuel pressure in the pump and the plungers won't be filling completely with fuel. That will give low power for sure.
