Governor sensor/sender=stutter shift??

Governor sensor/sender=stutter shift??
OK heres the deal. I have the stutter shift between 2nd and 3rd real bad when Im slowing to a stop or going 20mph or slower. Whole truck lurches so I pop it into 2nd and alls well...
Went to dealer today to see if there was any transmission codes and there werent any so I took the tech on a drive while he watched his scan tool. He showed me two graphs; bottom one was how it should have been, top one was how it was. He said the pressure was spiking from 2 to 30 and back again repeatedly. Anyway, before I drop 400 bucks on a new governor sendor and sensor...could that be what it is?? Any other ideas? Called HTS and they said maybe a Vehicle Speed Sensor or shift solenoid (IIRC.) Id hate to ruin an expensive trans because of this. Been driving it for 2 months or so already. Any help would be appreciated.
On another note, after I drive for awhile, it shifts into OD and locks the converter at 40mph. And when it locks, it locks HARD!! Feels like something may break...related to the above or a different issue??

Gov. pressure solenoid and sensor cost me $217.00 from the dealer & took 2 min to install. Changed fluid & filter while I had the pan dropped. I change my fluid & filter every 20,000-30,000 miles.
