It has nothing to do with your filter! It's an electronic glitch. Maybe the throttle position sensor or something. Mine does it too sometimes. Fuel filters don't shut off the signal from the accelerator pedal and they don't get fixed by re-starting the truck.

Re-setting the APPS
I know on some years (not sure of yours) you can disconnect the battery, then when you hook it back up you turn the key on and push the pedal down, and let up slowly and that will re-set it (some trucks had real touchy pedals) Not sure if that will help but you can try
Also diesels have fuel pedals, go go pedals, smoke pedals, but not GAS pedals

There is a glitch in the early 3rd gens that will cause the pedal to be dead if you depress it while starting. Are you by chance doing that?
Reset the APPS by tuning the key to on but don't start, then slowly depress the pedal and slowly release it, shut the key off thne start as usual. If that doesn't help and you are not depressing the pedal on start it could be the APPS.

Welcome to the World of DTR. Should be something like DTRL (diesel truck resource lovers) Most people here 98% have great knowledge, and can help with just about any problem. If you ask a question and give enough information you will get a very informative answer.
Also keep your signature up to date so we can read what you have done to the truck, engine, trans, ect, and that too will help get you the right answer.
Glad you love the truck, everybody on here loves there dodge/Cummins and some even have a Cummins something other than a dodge. Def. the engine of choice.
