Front Wheel Well Rubber Plug

I'm wondering the purpose of the rubber plug on the inside of each front wheel well, towards the front, near the park lamps. Does anyone know the purpose of it? Is is just an access point to a bolt that holds the front bumper in place? PCM

If it the one I am thinking of, that is used to remove the headlight assembly...

Yep, its to remove the headlights. There is a nut behind that plug.
