Cylinder cutout?

You might check the computer based ones and see if they give you the ability to do that. Other than a dealer tool and a Modis not sure what can do those functions. Pretty sure if it can that they aren't going to be cheap though.
If its a one time shot, a dealer or shop that has the tools might be your best shot to get that data.

Which engine are you working on? The old school way, if you can get to the injector lines is simple. With the engine running, and being careful, crack an injector line loose. If the engine runs differently, that cylinder system is working properly. If it has little, or no effect, then that injector, cylinder, or fuel line, is the problem. Just watch yourself on top of the engine. You don't have to take the fuel line off, just crack it loose to relieve the pressure, and protect yourself from the fuel spray.

Oh one more thing, Is it possible to do just a soleniod test on the injector? When these go bad I have a hunch typically its the tips on them and if thats the case maybe I can just send them to F1. How would I determine if the rest of the injector is good?

There are pintel seats, check ball, return orfice, etc, internal to the injector that seperate a "good" injector form a "bad". If your doing new tips is highly advisable to have the injectors flow balanced and adjusted for the new tips and that takes expensive equipment like F1, II, Exergy and the rest have.
