cruise control surging down hill

cruise control surging down hill
My 96 cruise control starts to surge when going downhill. Flat land and up hills it does fine. Comments/suggestions

You're going to think this is goofy but give it a try.
Pull the vacuum line off the cruise control throttle actuator under your driver's side battery and stuff an extension nozzle from an aerosol can in the hose, you know the kind, they are usually red.
Hook the vacuum line back up and see if that does it.
What this does is slow down the the actuator.

Mine has too many valves and yet it does the same thing.
Only on the downhills. Very aggravating. I've been meaning to try the straw mod...

My 99 would just go crazy now and then. I don't remember if it was downhill or not, but it would get a mind of it's own and decide the truck needed to be going 15 mph faster than what I had set it for. I ended up replacing the CC actuator and problem solved.
