On the whole lift pump/Vp44 issue, Dad is checking out a couple of trucks to buy, if the lift pump is out, it should not fire off in the first revolution on the engine correct?? Should be a little sluggish starting?? Is the pump supposed to make any noise at all when the key is turned on before ignition?? Is the noise if any hard to hear??

Turn the key on, but don't start it, you wil hear the LP running. Easy to hear, esp. with the door open.
Try to check the pressure with a gauge if you can.

On my truck (01), can not hear anything with key on. even changed the filter today and truck fired up immediatly.

If the lift pump is not coming on, where is the first place to look, to determine it is the pump??

Try bumping the starter and see if the Lift Pump runs. It shoud run for about 30 seconds. turn your key to start just long enough to bump the engine dont crank it over untill it fires. the LP is fairly noisey you should have no problem hearing it.
