How to change fuel filter on 99

I went to change the fuel filter on my brother's 99 last night, and its different than mine,or any that I've seen. I've changed em on 3rd gens plenty, but on his its different. On mine its just got a plastic lid on the top of the canister that takes a 1 1/8" wrench. On his its all metal, and I can't figure out how to get it open to change the filter. I'm probably just retarded and its something simple but if yall could help me out I'd appreciate it.

Its been awhile since I have messed with mine since bypassing it now.

Should be a bolt in the middle on top, then the whole canister drops down or might have to twist it, but undo the bolt first then see what it does. Give that a try...

Also, his water in fuel light is always on. I've drained out the canister a few times, and it still won't go off. Could that sensor be bad?

Your welcome, but not sure about the sensor never had it kick on...knock on wood.lol
