where can I get a holset wastegate actuator pn 3599891 for a he341 or he351? I searched and can't find one anywhere.

ill sell you my stock he341, i think most people end up upgrading there turbos as soon as they can.if thats not an option try your local cummins dealer.

I tried that. It can't be purchased seperately. I would have to buy a whole turbo. I am trying to fab up the vgt turbo and I bought one from a local guy got it home and it didn't work

I think I have a spare in my shed. Is it the actual wastegate assembly that you are looking for? The one I have came off of my HTB2 turbo that I used to run. I thought there was a problem with it so I put a new one on and my issue was still there. It's a little dented from my trying to force the turbo on the truck without pulling the manifold off but it's fine otherwise. You can have it and just pay me the shipping cost if you want it.
