i am not sure but i think that all of the lower settings for the blower speed run through a resister to the blower moter and the high setting is just a solid wire going to the blower. I have never messed with one on a dodge but on other brands a few. I would have to say check the switch first since it gets the most wear and tear. Your could do this with a multimeter by using the continuity feature. Again i am not postive but it is a suggestion
