Probably not. Usually the wires that are burned are the ones going to the top. Those are for the thermostat, and it comes with the part number Bill mentioned. Couple of screws (allen head) and you're back in business.

do you think a new fuel heater would be a good start and new wires or just new wires. don"t want to spend 50 on wires and have them go in a week. and who would have the best price on a fuel heater? thanks

Complete heater is close to $300 and last I heard is on national back order.
You probably couldn't get one even if you wanted.
All the parts for the heater are availible separately, there's only four.
heater element upper quad ring 3834185-s
heater strainer kit 3845400-s
heater element 3907766-s
cable harness 3843722-s

Those links may help or at least give you a better understanding of things.
I find access is best from under the truck. Get it on ramps for needed elbow room. If I remeber correctly, a long ratchet extension comes in handy.
Also the replacement heater element (if you need one) is a little different from the original. It appears to be made for "multi-model" fitment. The instructions suck (I have a copy if you need it). The actual heat element on our trucks gets installed UPSIDE DOWN! The instructions do not tell you that. You also need to buy the rubber gasket, it does not come with the kit (only one does, you need two, can't remember which one or if you feel lucky, reuse old one).
Personally, I would replace the thermo, take the heater assembly apart, clean the prefilter screen, take alook at the heater element contacts (like in the link I provided), and run a meter accross the terminals of the heater element to see if it is good. KD
