brake over adjustment?

brake over adjustment?
A mechanic just serviced my brakes changing brake fluid, shoes, and adding the chevy brake cylinder. He must of forgot to adjust the brakes leaving the passenger side very loose which was easy to fix but the drivers side is very tight to where I can't move the tire.
Is that normal? How can I fix it?

Not normal at all.
Sort of hard to explain but with two screwdrivers though the adjustment hole you can hold the catch that keeps the starwheel from loosening while turning backwards.
Best bet might be to just take it back where you had the repairs done.

Use a flashlight, and find the flat plate that's right behing the adjuster starwheel. Shove the screwdriver in there to hold it away from the star wheel, and then take the other SD and rotate the starwheel the opposite way from the direction you'd turn it to tighten the brakes. Repeat until the brakes no longer drag.

The plate keeps the starwheel from lossening. So the starwheel needs to go up toward the plate. Thats why you have to hold the plate out. Push out the plate with the first screwdriver and turn the wheel so that the outside of the starwheel is going up toward the plate.
