Excessive pressure in the crankcase. See if your breater tube is blocked up or kinked thats the easiet. Only other 2 problems id think is a turbo seal putting pressure in in the oil return line or bad rings on a piston.

Id check your breather as well as the vacuum pump seals. Make sure its not pressurizing the crankcase.
Do you see a lot of oil mist or smoke coming out of that breather tube? Theres a test in the cummins FSM that can verify its within spec. Gives you a good idea of the condition of the rings.

Oh yeah.. It will pressurize the case and cause damage. You should be seeing ~28inHG on the vacuum lines.
This would be the place to go:

I bought the seal kit and did my own pump real easy.
Just be careful not to strip the threads on the oil plumbing to the pump. Its the braided line that goes to the bottom.
Also, youll want to buy a bunch of 3/8" socket extensions, universals and crows feet to get some of the nuts off in there.

I certainly would. You could pop other gaskets. Im surprised your engine hasnt turned into an oil sieve.
A rebuild of the stock pump is usually fine. Replacements cost a bundle.
If vacuum is a problem none of your HVAC controls, 4wd or cruise controls will work properly.
