Blenders License?

I did a search up here in Saskatchewan and learned that I do need one even if I am under 10,000 liters/yr. However, there is a clause that states I can 'claim' that up to 80% of my fuel content can be deemed an additive. Now I have to find out the details of that statement so I know what constitutes and 'additive'.
If I am not reselling or producing for anything other then my own vehicles, I still need a blenders permit but the paperwork is supposed to be less in depth.
