Blenders License?

Has anyone filled out the forms for blenders license? Also looking for help with the Florida version.

I did a search up here in Saskatchewan and learned that I do need one even if I am under 10,000 liters/yr. However, there is a clause that states I can 'claim' that up to 80% of my fuel content can be deemed an additive. Now I have to find out the details of that statement so I know what constitutes and 'additive'.
If I am not reselling or producing for anything other then my own vehicles, I still need a blenders permit but the paperwork is supposed to be less in depth.

So if you have a blenders license does that mean you can collect the $1.00 tax credit on every gallon of Bio you make and mix with diesel?
