If it is at the same speed every time I would vote for the APPS. They tend to wear at the spot where they sit the most. Mine was stumbling at start from a standstill, gave all the indications of a injection pump going out but after I put in a Timbo APPS it has not stumbled since.

back probe apps sensor at connection or check voltage with computer as you operate throttle. should be smooth as throttle is pushed slowly. voltage jumping around is a bad sensor

Can also be noise spikes causing the TC to unlock briefly. very common. Check all grounds and alternator wiring.

Usually stumble at lower rpms.

Shouldn't do it with cruise control set.

If it is in fact a bad APPS, just get the Timbo, follow the directions and be done with it. Trust me.

You might try resetting the APPS first. And you could also recalibrate it.

All good answers.
I agree with the Timbo sensor for sure. Last winter My truck was bouncing around in throttle and I just straight went for the apps. Hot one from Timbo and cured the problem. Much better price then box shop or dealership too.

I recalibrated my apps also. Got timbos apps in hand but haven't had anymore problems since recalibrating and reseting APPS.
