Another Brake Question

Every time I apply my breaks the break pedel stays brake applied postion and does not return to the "off brake" postion. I have to use my foot to pull the break pedel back up. If I do not pull the pedel back up, I can feel the brakes still grabbing. If I loan the truck to a friend or god forbid my wife drives it, the truck comes back with the front brakes smokin because they do not have my brake pedel trick refined to an art (??)
Could the problem be the vacume pump or hoses?

Master cylinder may have slug in it , undue the brake lines & flush with new brake fluid .
Are both ft brakes looking or just one ?
Some times a hose can have a flap of rubber on the inside peal off , making a check valve .
Flush calipers .
Also the calipers can get rusted up and not slide side to side .
How much of the pads are left , if they are very low , sometimes the piston can come out far enough to get stuck .

The rubber brake hoses also have a tendency to swell on the inside of the hose.
