Acting Weird Whats Wrong?
The other day i drove from Northeast Texas to the Panhandle. I stopped after about 400 miles to top off on fuel(still had a quarter of a tank). I filled up and the truck wouldn't start. Finally went and purchased starting fluid and after a little squirt she fired right up. Upon closer examination i noticed fuel coming from either the water drain on the filter or from the top of the filter somewhere. Ive read somewhere that it may be air in the fuel lines. My ignition swith also was acting all retarded so i went and got a new one. What does it sound like the problem is to you guys?

Sounds like you're getting air in the system through that leak. Which could be the water seperator
And what do you mean your ignition switch was goofing? Like it wouldn't shut the truck off or it wouldnt' turn in the column? haha.

my ignition switch will turn back way farther than it should. when i turn it to start it starts up and i had to wiggle it to make the windows and radio work. Is there a sticky on the fuel heater o-ring or can you explain how i change it out and where to get the part from? Is it a dealer only item or will any parts store have it.

Check the fuel filter and make sure you confirm the location of the leak.
I don't believe there is a sticky about the fuel heater o-ring, a search may yield more information. I don't think the parts stores can get that o-ring, cummins dealer is the best bet, just have the engine serial number handy when you call for parts.
The hardest part of the whole thing is getting the stud out that hold the fuel heater on. Its a flat head screw driver, but I had to grind a special 3/8" drive one I had thinner so it would fit the slot.

No need to deal with the pricey cummins dealers!!

Had the same issue on my 89. I took a used gasket from a grand cherokee oil filter and trimmed it to fit. It sealed up nice. It was Sunday and I was in a pinch.
