I don't know all of your symptoms, but it sounds to me like you might have the same problem I just had. My transmission was going in and out of torque converter lockup. It felt just like it was surging. I read a post somewhere that the alternator brushes produced electronic "white noise" due to the wear on the brushes causing them to bounce. My truck had 143,000 miles on it when this happened. I replaced the alternator and that fixed the problem. You can buy a "noise" eliminator kit for about $30 with shipping that is suppose to fix the problem, but as a mechanic, I know you are approaching the limit on alternator life at 143,000 miles anyway. I don't know if that helps. I hope so.

I assume it is the 99 your talking about in your sig. Does it do it with the defrost to? Have you done the APPS reset? There are also 3 spots on the body in the engine compartment that ground straps attach. Try wire brush those areas to get good contact. 1 on the computer on the fire wall 2 passengers side fender near battery 3 drivers side front corner near the hood stop. clean the screws to.

Just can't understand how the alternator can be the problem when the truck has done this off and on its whole life. The ac makes it really bad sometimes won't even lock up at all.

Cable shielding ?
Read a while back, in another post that unshielded cabling allowed spurious signals and weired things happened. Apparantly there was some fix by wrapping (?) around the cable to prevent unwanted signal pickups. Replacing old cable with shielded cable would work too.
Don'y know if this is your problem but might be something for you to consider and possibly try out !

Wondering if your surging is whats called shift hunting. Kinda bounces between gears at those shift points? If so I had this happen on two of my trucks and the first time it drove my transmission guy nuts. He gave me back the truck shaken his head. After some research on the net I found out that underneath the right side battery there are a few grounds. Took them all apart cleaned them up and refastened. Problem gone. The next truck started the same thing, did the same procedure and problem instantly gone. Good Luck, hope it works for you if that's your issue.
