I would think a good set of valve springs would be more helpful but I think you could definetly benefit from both.

You would need some springs to spin 4k and their not cheap, can you swing doing both of them?

You doing the valve spring mods to your 01 truck? What device are you going to use to get the truck above 3350 rpm? The cam swap is pretty easy and you don't need to pull the head. Cummins sells a tool so you can do valve spring swap with the head still on the truck. How much power you going for? Cam swap will help to move the power band down lower and help with spooling the turbo. egt's lower, who knows. For most people cam swap is nice to do and the effects will be very small and hard to determine if there was any advantage to doing the swap by itself. I all I know is that I like the way that it quiets down the truck idle noise level and makes it sound like a 1st gen. F1 claims that you don't even need to change the lifters, so that makes the swap even easier. If you buy a cam, get one with the mechanical lift pump lube on it. Some people like the press on cam gear and some like the marine bolt on gear.

cam swaps in these engine can be a PITA. but with a set of dowel stick and rubberbands and a generous supply of beer it can be done in a day easy

The biggest issue is removing the rad and intercooler. I installed new lifters in my truck. Thats the painful part. Find a cam that doesn't need new lifters, its a easy job then. I dropped two lifters into the oil pan and had to fish them out. Install a new front main seal and the most you need after that is some sealant. Get one with a mechanical lift pump lube on it, and you can fix your lift pump issues as well. For a 24v vp truck you need either a program or the redline box to rev to 4k. If you want to rev her up there go with the bolt on cam gear retainer as the gear might walk abit more on you.
