since those years use a mechanical wastegate, and the boost foolers are for the electrically controlled wastegates, I don't think you can.

TST sell a Boost elbow that lets you restrict your waste-gate and you boost will be up. You can adjust how much max boost you get with a allen wrench.I just did it to mine.

You can also find them on ebay. Do a search for 'boost elbow'.

According to the boost fooler, the 03/04 has to modified so obviously they realize the need in order to use their unit.

I did this mod myself. The outlet end of the elbow is a little longer than the stock elbow and difficult to put on without taking stuff apart. You can remove the stock elbow easy enough reaching from the bottom of the truck. If you drill a hole through the top of the elbow from the treaded side of the elbow as your guide and taking care not to "ream" it out, I think it was a 7/32 drill I used the tap with a 1/4" tap and use a 1/4"x1/2" set screw, you can adjust the airflow from full to nothing or anything in between. Takes no more than 1/2 hour for the whole project. Be sure to use loctite on the set screw when you have it where you want it.

And I forgot to mention--- I already had the tap and drill on hand so the only expense was the set screw at less than a buck. And a few cents worth of loctite that I already had too...

Pull the elbow and plug the hole.
